Rerolling in PGR in quite simple—just play the game normally until you complete stage 1-12. After that, you will automatically be brought to the R&D screen. There, you will have to complete the R&D tutorial before claiming free Research Tickets or Black Cards. These will allow you to pull on any banner you want.
